The Orthodox Dioceses of Western Europe and Canada, headed by His Beatitude Metropolitan EVLOGHIOS of Milan, have appealed to Ukrainian Orthodox Church- Patriarchate of Kiev with a request about acceptance into the communion of the Kiev Patriarchate with a right to autonomy.

With love, considering this request, taking to account the Holy Canons, Our Humility, The Most Reverend Metropolitans, Archbishops and Bishops, for Our beloved brothers and fellow-pastors in the Holy Spirit, we have determined to recognize the autonomy of the Orthodox Church in Western Europe and Canada, headed by His Beatitude Metropolitan EVLOGHIOS of Milan, and give our blessing for autonomy under the omophor of the most Holy Patriarch of Kiev and all Rus'-Ukraine.

Hereupon, the Council determined, at the urging of the Holy Spirit, We decree: we acknowledge said autonomy in Western Europe and Canada under the omophor of the most Holy Patriarch of Kiev and all Rus'-Ukraine and give our blessing on that it decided the businesses independently, acknowledging Church Sovereignity of the Council of Bishops, which consists of canonical Orthodox Bishops of the Holy Orthodox Church in Western Europe and Canada, under their First-Hierarch, His Beatitude the Metropolitan of Milan.

To preserve and canonically strengthen such unity with Our Holy Patriarchal Throne at Kiev, We remind here about a duty which will have every Milanese Metropolitan: according to the rank of Holiness in the Orthodox Church, to ask Our Sainted Ukrainian Orthodox Church of Kievan Patriarchy blessed on Mitropolichu department of selection of the First-Hierarch of Church; to keep everything, that touches the strict observance of Faith and Orthodox piety, also all that the Holy Canons and rank of Orthodox Church order; to remember during divine services in the temples of the Holy Orthodox Church, headed by the Metropolitan of Milan, the name of the most Holy Patriarch of Kiev and all Rus'-Ukraine.

We decree, that in the questions of church order and character of more general, that exceed the rights of an Autonomous Church, His Beatitude the Metropolitan of Milan refer to the most Holy Patriarchal Throne of Kiev.

Having carefully considered this at all meetings of the Holy Synod of the canonical Ukrainian Orthodox Church - Kiev Patriarchate from December, 30, 1993, We send this Patriarchal Tomos to His Beatitude Metropolitan EVLOGHIOS, our beloved brother in Christ and fellow-pastor, Metropolitan of Milan, First-Hierarch of the Orthodox Church in Western Europe and Canada.

May the Lord God ever strengthen-- by the grace the Great and Supreme Pastor Christ, our God, --the Orthodox Church in Western Europe and Canada that is under our Holy omophor, lift and strengthen everything in it for the glory of His Holy Name, for the benefit of her devout congregation and the joy of all the local Sister-churches.
